President Emmanuel Macron proudly announced an €8 billion lifeline for the French automotive industry. This initiative underscores France’s dedication to leading the charge in electric mobility, with plans to roll out over 100,000 public charging stations by the coming year and to boost electric vehicle (EV) production to 1 million annually by 2025. To further propel the adoption of EVs, we’ve dedicated €1.3 billion towards purchase incentives. The initiative is already bearing fruit, with French residents now eligible for up to €19,000 in subsidies, marking a significant uptick in EV sales.
National EV Incentives
Subsidies
- Ecological Bonus (Purchase Grant):
- From 1 June 2020 to 31 December 2020, the following incentives are available:
- For cars/vans emitting 20g CO2/km or less, based on price:
- Under €45,000: Private individuals can receive up to €7,000 (27% of the purchase price including tax); businesses can receive up to €5,000.
- €45,000 to €60,000: A €3,000 bonus is available.
- Over €60,000: A €3,000 bonus, available only for hydrogen & light utility vehicles.
- For cars/vans emitting 21g – 50g CO2/km (plug-in hybrids):
- Capped at €50,000 with a range of over 50km: A €2,000 bonus is available.
- For 2 wheels, 3 wheels, and motor quad cycles, based on engine power:
- 2-3 kW: €250 per kWh of power or a flat fee of €900.
- nder 2kW: 20% of the purchase price including tax, up to €100.
- Electrically assisted bicycles:
- A subsidy of up to €200 is available.
- Conversion Bonus (Scrappage Scheme):
- Valid from 3 August 2020 to 31 December 2020 for the purchase of new or second-hand BEVs and PHEVs when scrapping a diesel car (older than 2011) or gasoline car (older than 2006):
- For incomes below €13,489: Up to €5,000 (capped at 80% of the new EV’s purchase price), with a maximum combined incentive of €12,000 from both the conversion bonus and eco bonus.
- For incomes above €13,489: Up to €2,500, with a maximum combined incentive of €9,500 from both bonuses.
- Low Emission Zone Bonus:
- A €1,000 subsidy for purchasing an EV is available for those living or working in a low emission zone, provided they have received a similar incentive from their local authority. This is valid from 1 June until further notice.
- Tax Benefits:
- Registration Tax: Fully-electric vehicles and plug-in hybrids are eligible for a 50% discount or full exemption from the license plate registration tax in Metropolitan France, varying by region.
- Company Car Tax (TVS): EVs emitting less than 60g CO₂/km are exempt from this tax.
- Valid from 3 August 2020 to 31 December 2020 for the purchase of new or second-hand BEVs and PHEVs when scrapping a diesel car (older than 2011) or gasoline car (older than 2006):
- For cars/vans emitting 20g CO2/km or less, based on price:
- From 1 June 2020 to 31 December 2020, the following incentives are available:
Local & Regional EV Charging Benefits
Exploring regional incentives is highly recommended, as many areas offer additional subsidies for electric vehicles (EVs). Most regions provide an online application process through their Aid Portal or the regional government’s website.
Individuals EV Charging Benefits
Tax Benefits:
- A €300 tax credit (crédit d’impôt transition énergétique; CITE) is available for the purchase and installation of an EV charger at your primary residence.
- Conditions:
- The tax credit is capped at 75% of the total costs.
- Any credit amount exceeding the total tax owed will be refunded.
- This incentive was valid through the calendar year from 1 January 2020 to 31 December 2020.
Business & Condominiums EV Charging Benefits
National Programs:
The ADVENIR program supports the expansion of EV charging infrastructure in France, offering subsidies for
- Businesses: Up to 40% of costs for purchasing and installing EV charging points.
- Condominiums: Up to 50% of costs for installing charging stations in apartment complexes, with a goal to equip 3,000 condominiums by 2022.
Local Initiatives:
In Paris, additional subsidies include:
- For Condominiums: 50% of the cost (excluding tax), up to €500 per charging point, for a maximum of four points, benefiting both residents and visitors.
- For Car Parks: 50% of the cost (excluding tax), up to €4,000, for electrical infrastructure in parking facilities.
Public Entities EV Charging Benefits
The ADVENIR program also caters to the public sector:
- Municipalities: Can receive up to €2,160 per charging point, installed upon request by EV users living or working within 500 meters.
